To ensure the incessant high-quality performance of the workforce and management of TESDA Region I, the Region has adopted the Performance Measurement and Management System- Office Performance Evaluation System (PMMS-OPES), as per TESDA Order No. 219 s. 2007.

The primary objective of the PMMS-OPES is to measure the performance of the office, workforce, and management by objectively linking employees’ performance vis-à-vis the agency’s Organizational Vision, Mission and Values Statement. It is a technology composed of strategies, methods, and tools for ensuring fulfillment of the functions of the offices and its personnel as well as for assessing the quality, quantity, and timeliness of their accomplishments.

The PMMS-OPES is composed of subsystems to evaluate the different levels of workforce in the agency. The Career Executive Service Performance Evaluation System (CESPES) measures the performance of Directors or third level officials. The Performance Evaluation System (PES) on the other hand, measures the performance for First and Second Level Employees, while the Office Performance System (OPES) measures the collective performance of individuals in the Office or Division.

For the full realization of the said evaluation system, 42 key staff of TESDA Region 1 Offices participated in a meeting cum workshop on February 18-19, 2010, wherein the PMMS-OPES was utilized in the target-setting and planning of TESDA Region One’s CY 2010 Operations.

Flordeliza Bugtong , Supervising Personnel Specialist of the Civil Service Commission Region I , administered the discussion of OPES-PMMS to TESDA Region I staff.
